Medium landing ships are not direct-action platforms, but they are the enabling logistics spine for sustained amphibious operations — fuel, ammunition, and personnel lift. If TOTE delivers one hull per year starting fall 2029, the Navy has a 3-4 year window to prove the design works and surge production before the current fleet (aging Harpers Ferry and Whidbey Island classes) hits retirement.
This locks the Navy into a three-year delivery cadence for a platform that will backfill the amphibious logistics fleet precisely when Project Freedom (the Hormuz escort rotation launched in May) is consuming surge capacity.
If the first hull arrives fall 2029 and subsequent deliveries follow at 12-month intervals, the Navy is betting it can sustain both Gulf presence and Atlantic/Pacific amphibious rotations on existing inventory until the new class reaches production rate.
